He's gonna say he's got ALL the votes he needs to win,
and Democrats are holding him back from being
declared the winner.

What time will he do this?  B4 the polls close at 8pm CST?
Or maybe as soon as the Polls close at 6pm CST?
Or will he give them a couple hours and wait until 10pm CST?
