I suggest you reread the article you linked to as it clearly states all guns buybacks will be "no questions asked" and "take firearms without asking questions about the donor's identities or how they came to be in possession of the guns"!
 
If you don't know who "donated" the weapon how the hell are you going to prosecute them if the gun has a body on it?

You can go to a local gunshop and get a better price than what they are offering, unless the firearm is damaged.  I wonder just how many people are going to sell a gun for less than the market price.  I am guessing only unregistered owners or altered serial numbers, since it's "no questions asked".
