I might add here that I don't blame the Illegal Mexicans I blame the people that hire them and the U.S. Government who chooses to ignore the laws of this country for their own political gain.

I think what he means is that they are becoming "victims" who need special status and special treatment.  They are committing crimes through no fault of their own and need to be taken care of instead of taking care of themselves.
