Because apparently, he clearly had sores everywhere and since he was coming from a foreign country, he should have been quarantined, at least, until determined he was not contagious...apparently that must not have happened either.
 
Allowing foreigners in to our country with communicable diseases is detrimental to society...

Everyone who boards a plane has to have a physical?
 
What about ships?
 
Cars crossing the border?
 
Trains?
 
Obviously, no one noticed until the child got ill and started showing symptoms...

OZ, counter terrorism theorists have long since postulated terrorists would use unsuspecting pawns to deliver biological weapons aboard aircraft.  Those pawns would then contaminate the rest of the passengers through the planes air recycling system.
 
In this case the threat is an obviously ill child that any fool would realize should not be traveling simply in the interest of the health of the child!  Additionally, being the child is of foreign origin there was no guarantee he wasn't contaminated with a new or drug resistant strain we would have no defense against.
 
What if the pustules were not hoof and mouth but small pox or one of those horrible hemorrhagics?  Can you imagine the terror and deaths that would have resulted?
 
Probably not!
 
OZ in your case and that of the airlines and customs a little ignorance could well have been fatal!

BTW:  Smallpox isn't very dangerous anymore...  it's been largely wiped off the map by immunizations.

Small pox is a threat as no one is immunizing against it any more and the former Soviet Union weaponized it decades ago!
 
Additionally, there is no guarantee it could not reappear naturally or worse still in a mutated state!
