because when an elector refuses to follow the results of a state's popular vote, the state simply throws the ballot away. But Tuesday's ruling says states cannot do that.

Then why didn't the Democrat electors do that when the vote came in for Bernie but the elector gave it to Hillary?
You know, the reason why Bernie lost the Democrat election.
