The operative word being "AND",  Like 209 incitements AND convictions.  Indictments usually leads to convictions, but NOT always. For instance 209 indictments that lead to 200 conviction.  Then again maybe it meant, 209 Indictments that resulted in 209 Convictions...

It didn't only it was 79 convictions.  That was Oct 18 for Trump's administration, so there are couple of more. 
 Democrat administrations got less of both..
Doesn't really show pardons and plea margins either. 
 Big pardons were Nixon and Weinberger.  I think Gerald Ford  did the correct thing with Nixon.  (I voted for Ford, never liked Southern Governors much.)  Weinberger was covering up for others that would have been exposed in the trial.

As I said some people don't know what incitements and convictions are.
