Precisely sadie.  When we first started shopping at Costco, I was astounded at the cheap prices for 1/4 side of beef, all cut and wrapped, then I looked at the packaging.  It said "contains beef from Canada, Australia, Peru.  I was like, what?  They buy in bulk from any source, then just start cutting and packing, it's kind of the like stores having their own gas stations.  They buy at the cheapest cost and blend from many different companies, depending on who has the lowest prices that day. 


Even if I have to get something last minute from the grocery store, I read every label.  Meat, IMO, should be as local as you can get it...and I always ensure packages have the exact country of origin.  Here in Washington state, we do have a lot more visibility.  Even produce has little placards that tell us where it originates.
