Who does The Base work for?

I had an interesting thought.  The Base is not following President I1.  The Base is following and belongs to the IRA.

It works like this.  All of The Base make up almost all of those following the different IRA Operations.  We already know that almost all of the claims made by President I1 and those made by The Base (which make up our MAWA Conservatives here) come from the IRA. 

The only question left, is how many of those members of The Base are in fact IRA Operatives?
