You might want to wait to see how much Lil Bill grows before you call him the worlds smallest.  One of my uncles (back in the 50s) had a grown Black Angus bull that was about the size of a very large dog.  He assiduously tried to do his job, but just wasn't big enough to mount the cows.  By the way, the calf in your picture is a cross between a Hereford and a Black Angus.
