Americans are not divided.  There are commies among us, however, that are trying to tear us apart through chaos, disruption, and challenge of our traditions.  That is the commie playbook.

So it's the people that does it and not the government the government over see's the projects that the People are paying for and having done then writes the checks.

WHAT HAS THE GOVERNMENT DONE FOR YOU THAT HAS MADE YOUR LIFE BETTER"? 

Government has one responsibility to me as an individual and that is to protect my rights and my property and my property is me myself that in turn allows ME to make my own life better according to my ability to do so.
Our founders were smart enough to limit the role of the federal government in order for this country to not become a totalitarian state and damn if we the people aren't allowing that to happen right before our eyes a step at a time.
