Since only 50% of income earning Americans pay taxes, only 50% will see a benefit.  The other 50% will continue to get a free ride, unfortunately.  Don't you think it is a scandal that half of income earners are not paying ANY of their fair share of the tax burden?  EVERY income earner should have to pay something.

You can't exempt half of income earners from paying taxes and then complain that they don't get any benefit from tax reform.  If you want 100% of income earning Americans to benefit from tax reform, 100% of income earning Americans must first pay taxes.
