Fax, if an Illegal has a CDL, he/she got it by providing papers that prove who they are, and where they live.  It takes a lot of paper work, and consultation with the person's national embassy.  Usually Mexico.  All that will become part of the record, if you requester to vote in California the local Registrars of Voters will see those records.  They do a thorax check, on every thing fake documents don't have a paper trail to check on.   
They also use  E verify, and more, which I doubt Trump hotels do with house keeping staff.

Much rather they have DLs than the old way where they just bought a junker and drove it a year then abandoned it, or stole plates for the next year. 
You have to have a Dl, and insurance to get plates California.

All that is a lot of trouble and money.

Most illegals are very careful about getting into trouble, trouble gets you deported.

All you have to do is take a look at the typical voter registration form.  No ID is required at all to register.  All anyone has do to is lie on the form.  There is no way to disprove the information on the form.  They are taken at their word.  Even a homeless person can register to vote.  The form can be mailed in, applicant never seen.  No way to identify or prosecute frauds.

You can do it on line too.  In California you will have to provide a driver's license or a SS number.   http://registertovote.ca.gov

• The last four digits of your social security number and  
• Your date of birth.
