In common usage, a marksman is described as handling a firearm exceptionally well, never as "controlling" it.

So according to shehawks a marksman just handles his/her weapon as he/she fires it and are never it control of the weapon.

So how does a marksman become a marksman if they have no control?

shehawks may have made a point that raises a question of why blacks get shot by cops, maybe the cop is just handling his/her weapon causing it to discharge, so if the cop is not in control of his/her weapon then the shooting should be considered an accident!
