That the First Amendment applies on the public university campus is settled law. Public universities have long occupied a special niche in the Supreme Court’s First Amendment jurisprudence. Indeed, the Court has held that First Amendment protections on campus are necessary for the preservation of our democracy.

but the court hasn't found that any and all speech has to be permitted at all times on a college campus.   colleges have the right to restrict free speech so that it won't interfere with the learning environment.

no they didn't sweaty, the USC didn't take away all a colleges ability to limit free speech activities.
