it is also a type of insurance

insurance only works when EVERYBODY buys it

the government does not sell insurance

but the government can tax people

since welfare costs money

the government can tax people to provide welfare aka ACA

What happens when the Government runs out of money, because they have overspent to the point they cannot collect enough tax money, to pay for all the welfare?  I guess a good example would be the Nation of Greece.
