yes, that's a problem.  but that's not a reason to abandon them, that's a reason to make additional investments in their educations.  people with educations as less likely to steal, commit violent crimes, have stable families, etc.

that's wrong wazoo, but that's just the one city.  To be against education just because of what one city agreed to is stupid.

IT HAS ALSO BEEN PROVEN THAT THROWING MONEY IS NOT THE ANSWER EITHER AS FOR MANY YEAR THE PAROCHIAL SCHOOLS TURNED OUT BETTER EDUCATED KIDS FOR MUCH LESS MONEY THAN THE PUBLIC SCHOOLS AND DID SO WITH THE EXACT SAME SOCIOECONOMIC POPULATION! LOOKING BACK THERE WAS ONE DIFFERENCE THAT MONEY CANNOT CURE AND THAT WAS IN THE INVOLVEMENT OF THE PARENTS AND THE DISCIPLINE IN THE SCHOOL!

I'm afraid that's just not true wazoo.  Back in those days most people didn't have much in the way of school.  But then they didn't really need it as a huge number of our people were still farming and most jobs in industry was very low tech.  You can't compare our society then to now as those type of jobs are quickly disappearing.
