It's been proven time and time again that the ONLY thing that works is enforcement.  Not one measure that is supposed to make people responsible, give them chances and allow them privileges has EVER stopped the flow...cutting off benefits, jobs, and taking away the carrots of enticement HAS !!!
 
We defeated 2 fatally flawed bills in 2006 and 2007 and we can do it again...it won't take torches and pitchforks, it will take our voices, our greatest strength.  We need to flood the phones, email and fax machines on Capital Hill and we HAVE to vote every incumbent out!
