I understand that it won’t go anywhere in the Senate. But then, Senate funding shouldn’t go anywhere in the House. That would have the effect of stopping the funding, as funding doesn’t occur unless it’s approved.
 
Why not cut it off by refusing to pass funding rather than specifically defunding?
If Democrats want to shut down the government over money to National Public Radio, let them. Let them defend it.
